PennDOT 12th Street to Broad

Scope of Work:
A new highway construction project required construction of a bridge over an active main line railroad and a scrap metal processing facility. The soil at the site contained elevated levels of benzene, pesticides, and lead that required special management.

Neumeyer Environmental excavated 50,000 tons of contaminated soil for off-site disposal. We collected 220,000 gallons of contaminated groundwater and treated it on-site to reduce the contamination to levels acceptable for discharge to a publicly-owned treatment works (POTW). Neumeyer Environmental installed a protective barrier to protect workers from exposure.

Neumeyer Environmental controlled worker exposures through a variety of engineering controls so that the crews could work with only limited personal protective clothing. Eliminating this requirement and treating the contaminated groundwater on-site saved the client substantial operating and disposal costs.

North Shore Connector – Miller Printing

Scope of Work:
Neumeyer Environmental was contracted to provide environmental management and construction support services for a subway connector tunnel beneath the Allegheny River from downtown Pittsburgh to the North Shore area. The terminal end of the tunnel included a station to be constructed on a parcel that previously housed a print factory in a previously industrialized area of the city. The site is located between the Rivers Casino and Heinz Field. Neumeyer Environmental’s scope of work included performing the construction surveys, sampling and analysis of potentially impacted subsoils, and management of contaminated materials.

The parcels within the zone of influence of vibration-inducing activities included Heinz Field and several other structures currently in use. Neumeyer Environmental performed the surveys and installed multiple monitors within the structures so the prime contractor could evaluate potential structure movements during select work activities. When the construction is complete in 2010, Neumeyer Environmental will perform the post-construction surveys to provide a record of the structural condition after the work.

Neumeyer Environmental performed sampling and analysis of the excavation materials to determine if the materials classified as clean fill or required special management. Several areas of the site exhibited contamination that required off-site management. This pre-classification of the materials allowed the prime contractor to better stage the materials during the work.

Soil Stabilization and Decontamination

Scope of Work:
In the late 1800s, when northwest Pennsylvania was the oil production capital of the world, the Atlantic Oil Company built the world’s largest refinery along the Allegheny River near Franklin immediately downstream of the main oil fields. At the time, the drillers pumped the oil into creeks near the wells to transfer crude oil to the refinery. It floated downstream to the refinery where it was siphoned off the surface of the water. The refinery’s waste products, including the tars and sludges that are used for asphalt today, were dumped into lagoons at the refinery and covered with soil. This particular refinery was dismantled in the late 1940s and the site was redeveloped for commercial use. Over time, the sludge and oil within the buried lagoon began to rise to the surface. Neumeyer Environmental was contracted to remediate the subsurface tars so that the property could be returned to full use.

The stabilization process involved drilling over 300 wells about 30 feet deep. Neumeyer Environmental injected grout into the wells through a rotary wellhead that mixed the grout and tar to stabilize it in place. The resultant material is considered inert and stable.

Neumeyer Environmental performed the work to avoid interrupting commercial activity during the project. Site restoration included repaving parking lots, landscaping the surrounding areas and constructing a public park along the riverbank.

Pittsburgh Technical Center

Scope of Work:
The Urban Redevelopment Authority has been redeveloping the previous Jones and Laughlin Steel Corporation facility for numerous years. This ACT 2 site has been redeveloped as the Pittsburgh Technology Center under a multi-phased program. The 2009 phase included excavation of surplus soils that exhibited contamination and required regulated management.

In support of the work, Neumeyer Environmental provided oversight, sampling and analysis, application for the Form U permit, and transportation and disposal of regulated residual materials. We provided support to the contractor so that much of the work could be performed by their crews. The load-out operations were conducted during night shifts to allow suitable progression of the work.

Neumeyer Environmental was able to quickly transport and dispose of the contaminated materials by utilizing truck fleets to transport the stockpiled materials efficiently during non-work hours. This approach allowed the contractor to minimize the stockpile management impacts and on-site spacial constraints.

Decommission Light Plant

Scope of Work:
Neumeyer Environmental assisted in the decommissioning of a former light bulb manufacturing facility. The facility had been used during World War II for the development of the atom bomb. Radiological, mercury and asbestos contamination was present in nearly 1,000,000 square feet of the facility.

The services Neumeyer Environmental provided included:
•Decontamination of building components and equipment.
•Sizing and packaging of contaminated waste.
•Complete dismantling of two buildings.

90% of the structure was decontaminated on site allowing nearly 1,600 tons of debris to be handled as construction debris saving the client substantial disposal costs. The site has been redeveloped as a mixed-use shopping and residential complex.
