US Air Force Reserve 911 Base – Pittsburgh Airport

Scope of Work:
Neumeyer Environmental provided environmental management services for an obsolete jet fuel storage facility to be dismantled and removed prior to construction of a new facility. The site included two 280,000 gallon aboveground tanks, two 25,000 gallon underground tanks, one 5,000 gallon underground tank and one 250 gallon underground tank. During the forty-plus years the facility operated, numerous leaks and spills contaminated the surrounding soil with petroleum hydrocarbons.

Prior to demolition, Neumeyer Environmental evacuated, purged, and decontaminated the pipe systems and tanks. Neumeyer Environmental also dismantled six support buildings. Since the facility was active, Neumeyer Environmental was limited to cold-cut techniques including pneumatic saws and a hydraulic shear mounted to a tracked excavator. After removing the tanks and structures, Neumeyer Environmental excavated the impacted subsoils.

The Air Force’s original design called for soil to be hauled off site for disposal. Neumeyer Environmental used land farming techniques to clean 50,000 tons of contaminated soil as a value-engineered approach that substantially reduced the cost and duration of the project and was environmentally superior to off-site disposal.

PennDOT SR 22 Road Widening Section B09

Golden Triangle Construction

Scope of Work:
Neumeyer Environmental was contracted to manage contaminated soils that had been identified in a former auto salvage yard within the roadway widening and expansion project. The adjacent streambed had been contaminated as well and required remediation to remove contaminated sediments, enclose the stream in a box culvert and perform minor relocation in accordance with PADEP requirements. Neumeyer Environmental also provided sampling and analysis in support of the work.

Neumeyer Environmental was also contracted to remove asbestos building materials from structures scheduled to be demolished.

Beaver Valley Nuclear Power Station Demolition

First Energy Corporation
Shippingport, PA – 2005-2006 – $350,000

Scope of Work:
Homeland security regulations required removal of five multi-story office buildings surrounding this nuclear power station in order to open up defensive lines of sight. The buildings were contaminated with asbestos-containing materials and electrical equipment that contained PCBs.

Neumeyer Environmental removed over 2,500 cubic yards of asbestos materials and approximately 250 cubic yards of PCB-containing electrical components. Following removal of these contaminants, Neumeyer Environmental demolished the structures and recycled 1,900 tons of steel and non-ferrous metals. One structure housed a full-scale model breeder reactor, 14′ in diameter and 50′ high, constructed during the 1950s. We constructed a shipping container and relocated the model to a storage facility. The reactor model will be displayed in a museum dedicated to the history of nuclear power.

The renovation and upgrade of the nuclear power facility is an ongoing process due to the magnitude of the work. The project is being performed with a focus on recycling and salvage in support of environmental conservation.

PennDOT Findley Connector Project

Scope of Work:
New roadway construction required crossing an abandoned landfill that had operated for fifty years, unpermitted and unregulated, in a former strip mine pit. The landfill contained both municipal and industrial wastes. The industrial waste contained heavy metals and chemical solvents.

Neumeyer Environmental excavated 300,000 cubic yards of soil and segregated it by contaminant concentration. We recycled the uncontaminated soil as roadbase material to be used on-site. We placed the minimally contaminated soil in an on-site containment cell that PA Department of Environmental Protection (PADEP) permitted specifically for the project. Neumeyer Environmental profiled the remaining soil as either residual or hazardous waste and transported it to appropriate disposal facilities.

By segregating the soils, we were able to retain on-site and reuse 270,000 of the 300,000 cubic yards originally excavated, saving millions of dollars in transportation and disposal costs.

PennDOT Bayfront Connector Highway

Scope of Work:
PENNDOT encountered soil contaminated with heavy metals and industrial herbicides in the process of constructing a four-lane road connecting Interstate 90 and Interstate 79 in Erie, Pennsylvania. The contaminated soil was located within the footprint of the proposed 6 acre storm water retention basin required for the project.

Neumeyer Environmental removed 22,000 tons of soil from the site. We installed a barrier of compacted limestone across the base of the excavation overlain with plastic sheeting. This barrier system allowed construction of the retention basin to continue in an uncontaminated environment.

Neumeyer Environmental provided 40-hour HAZWOPER training for the project personnel to allow specialty crews, such as utillity and carpentry crews, to continue with the highway construction.
