I-79 and SR-22 Missing Ramps

Balfour Beatty Infrastructure
Robinson Township, PA – 2005-2008 – $525,000

Scope of Work:
PennDOT was adding ramps to the major interchange that had not been included during the initial road construction. Neumeyer Environmental was contracted to perform several activities in support of this project including management of acid mine drainage, noise monitoring, and to provide miscellaneous environmental support.

It was anticipated based on the project design that mine seals would need to be breached as part of the construction. Discharge of the acid mine drainage was expected when this breach occurred that could affect the local environment and water courses. Neumeyer Environmental evaluated the site characteristics and installed a pump and treat system to manage the drainage. The system included a 450 linear foot ditch that included a dispersion system with a neutralizing agent to treat the drainage.

Neumeyer Environmental also performed noise monitoring during the non-standard work hour activities. The project was bounded by several residential neighborhoods that were subject to disturbance by the construction activities. Neumeyer Environmental established baseline noise levels and performed bi-weekly monitoring to ensure noise levels were maintained within acceptable limits.

Gay Street Bridge Replacement

Nyleve Bridge Corporation
Phoenixville, PA – 2008-2009 – $900,000

Scope of Work:
A primary bridge over French Creek in Phoenixville, Pennsylvania was being replaced by PennDOT. Several environmental issues required address as part of the work including lead paint and asbestos-containing materials on the existing bridge and elevated contaminants in the subsurface soils. The piers and subsurface preparations were within a former steel-making facility with elevated inorganic constituents of concern. Neumeyer Environmental was contracted to address and manage these environmental aspects of the work.

Management of on-site soils required sampling and analysis, use of personal protective equipment, segregation of contaminated materials and water quality issues associated with installation of the pier adjacent to French Creek.

Neumeyer Environmental performed select earthwork, demolition, on-site placement and off-site disposal of surplus materials and debris. We also managed the discharge waters from the coffer dam by installing a high volume pump and treat system that allowed direct discharge to French Creek. The project required approximately 10 months to complete from plan preparation and sampling through excavation of the pier subgrade.

PennDOT SR 22 Road Widening Section B09

Golden Triangle Construction
Pittsburgh, PA – 2008-2009 – $394,000

Scope of Work:
Neumeyer Environmental was contracted to manage contaminated soils that had been identified in a former auto salvage yard within the roadway widening and expansion project. The adjacent streambed had been contaminated as well and required remediation to remove contaminated sediments, enclose the stream in a box culvert and perform minor relocation in accordance with PADEP requirements. Neumeyer Environmental also provided sampling and analysis in support of the work.

Neumeyer Environmental was also contracted to remove asbestos building materials from structures scheduled to be demolished.

PennDOT 12th Street to Broad

Brayman Construction Corporation
Erie, PA – 2002-2003 – $740,000

Scope of Work:
A new highway construction project required construction of a bridge over an active main line railroad and a scrap metal processing facility. The soil at the site contained elevated levels of benzene, pesticides, and lead that required special management.

Neumeyer Environmental excavated 50,000 tons of contaminated soil for off-site disposal. We collected 220,000 gallons of contaminated groundwater and treated it on-site to reduce the contamination to levels acceptable for discharge to a publicly-owned treatment works (POTW). Neumeyer Environmental installed a protective barrier to protect workers from exposure.

Neumeyer Environmental controlled worker exposures through a variety of engineering controls so that the crews could work with only limited personal protective clothing. Eliminating this requirement and treating the contaminated groundwater on-site saved the client substantial operating and disposal costs.

North Shore Connector

North Shore Constructors I and II
Pittsburgh, – 2005-2009 – $487,000

Scope of Work:
Neumeyer Environmental was contracted to provide environmental management and construction support services for a subway connector tunnel beneath the Allegheny River from downtown Pittsburgh to the North Shore area. Neumeyer Environmental provided remediation services for abandoned asbestos-insulated steam pipes, lead compliance and abatement activities, impacted subsoils from previous historical activities, water quality discharge management and sampling and analysis in accordance with the Pennsylvania Management of Fill policy.

This project is a multi-year, multi-contract effort that is anticipated to span over five years.
