Scope of Work:
Neumeyer Environmental Services (NES) performed the Waste Management to include a wide variety of site work and environmental remediation tasks at a PADEP designated Act 2 site that had been the site of large scale tank farms, and more recently, a demolition and salvage yard.

Site Work:

To facilitate the work to be performed, NES improved and built site access and haul roads, installed concrete entrances to PennDOT’s road, mobilized a trailer complex, and installed laydown and parking areas.

    • Waste Management
      • Contaminated Soil and Buried Debris Disposal.
      • NES excavated over 200,000 tons of soil and buried debris from the site, coordinating with several trucking companies and four landfills to ensure timely and proper landfill disposal of the materials.
      • Hazardous Material, Chemical, and Water Inventory and Management:
      • NES inventoried and collected large quantities of chemicals from around the site, in addition to pumping product and liquid from storage tanks, piping, and excavations. All wastes were sampled, profiled, and properly disposed of at a number of licensed facilities.
    • Asbestos
      • NES performed asbestos abatement in several structures and mobile homes on the site.
      • Well Closure
      • NES closed 27 monitoring wells and one drinking water well on the site.
    • Storage Tank Closures
      • NES closed, removed, cleaned, and disposed of 10 underground storage tanks and 4 aboveground storage tanks.
    • Pipe Closures
      • NES drained over 10,000 linear feet of pipe remaining from the tank farms that previously were in place at the site. Approximately 7,000 feet of pipe was excavated, cut, and removed, and approximately 3,000 feet was filled with grout and closed in place because it ran thru a wetland.
    • Demolitions
      • NES demolished four buildings, and several mobile homes and trailers.

PennDOT 38th Street Realignment Project

Scope of Work:
Realignment of 38th Street included multiple environmental challenges.

  1. Decontamination and removal of several structures that contained asbestos-containing building materials.
  2. Removal of a gasoline station, including demolition of a building and decontamination and removal of four 10,000-gallon underground gasoline tanks.
  3. Relocating the Mill Creek stream bed to an area that had been used as a landfill and that contained organic and chemical waste.

Neumeyer Environmental removed and disposed the asbestos-containing materials, demolished the structures and disposed the resulting uncontaminated construction debris. Neumeyer Environmental demolished the structure and disposed the construction debris. We decontaminated and removed the four 10,000-gallon underground tanks. Inspection of the surrounding soil revealed that no contamination had occurred. Neumeyer Environmental removed 20,000 cubic yards of soil contaminated with organic and chemical waste. The soils were profiled as residual rather than hazardous waste, substantially reduced the cost of its disposal.

The Mill Creek stream bed was successfully relocated as required for realignment of 38th Street.

US Air Force Reserve 911 Base – Pittsburgh Airport

Scope of Work:
Neumeyer Environmental provided environmental management services for an obsolete jet fuel storage facility to be dismantled and removed prior to construction of a new facility. The site included two 280,000 gallon aboveground tanks, two 25,000 gallon underground tanks, one 5,000 gallon underground tank and one 250 gallon underground tank. During the forty-plus years the facility operated, numerous leaks and spills contaminated the surrounding soil with petroleum hydrocarbons.

Prior to demolition, Neumeyer Environmental evacuated, purged, and decontaminated the pipe systems and tanks. Neumeyer Environmental also dismantled six support buildings. Since the facility was active, Neumeyer Environmental was limited to cold-cut techniques including pneumatic saws and a hydraulic shear mounted to a tracked excavator. After removing the tanks and structures, Neumeyer Environmental excavated the impacted subsoils.

The Air Force’s original design called for soil to be hauled off site for disposal. Neumeyer Environmental used land farming techniques to clean 50,000 tons of contaminated soil as a value-engineered approach that substantially reduced the cost and duration of the project and was environmentally superior to off-site disposal.

PTC New Stanton Service Plaza Renovation

Scope of Work:
The Pennsylvania Turnpike Commission renovated a service plaza in New Stanton, Pennsylvania. Neumeyer Environmental was contracted to perform demolition, asbestos abatement and storage tank removal. Significant contamination was encountered during the storage tank closures and the materials had to be specially managed on-site or disposed off-site.

The majority of the demolition items for this project were donated to charitable organizations including walk-in coolers, doors, kitchen components, lighting, bathroom fixtures, ceiling tile, metal components.

Site-Wide Storage Tank Farm Renovation and Removal

Scope of Work:
Neville Chemical Company is one of the worlds’ largest producers of commercial grade resins. They were established over 80 years ago and have corporate headquarters on Neville Island in Allegheny County. NES has a long standing relationship with this client to assist in renovation and closure of select areas of their expansive tank farm. Our responsibilities include evaluating hazardous materials, asbestos surveys, asbestos abatement, tank closures (removal), and demolition of key components.

The site challenges include a wide range of hazardous materials, work activities within the operating facility and hazardous environments, cleaning and demolition of tanks and structures, and regulatory compliance issues.
